  4. the landmark Tax Reform Act of 1986; of a heart attack; in Potomac,
  5. Md. A senior fellow at the Brookings Institution since 1960,
  6. Pechman forcefully campaigned for the elimination of loopholes in
  7. the tax code in return for fairer, lower rates. He was a member of
  8. TIME's Board of Economists from 1970 to 1981.
